It kind of symbolizes her feelings of drowning in her dreams, not wanting to give into the great desire to fall in love.
So she's just floating on the surface, barely up there, and not wanting to fall under and drown.
Dreams don't come true to my little Peoni, she firmly believes they were always meant for books.
